I think the panel confused Hanna Barbera with Filmnation. They did Masters of the Universe, the other Ghostbusters, Fat Albert and Star Trek. I’m not an artist, but I do think quality of animation plummeted with the 5 day a week shows.
You are not wrong. It started as a Hanna Barbara conversation but expanded once Scott declared a time period of all bad cartoons.

I’m not sure about all of them, but He-man in particular was rotoscoped, so that always is a route of cheap animation.
You don’t know bad animation unless you’ve lived on a military base. When I was growing up, we had one channel, and here’s the sort of cartoon we got:
